Tobacco Laws Detail
Prohibition of Smoking and Protection of Non-Smoker Health Law’ was passed by the federal cabinet in 2002. Through this law, smoking was prohibited at all public places, including hotels, restaurants and cafes, and restrictions were placed on tobacco advertising as well as on the sale of tobacco to minors. A resolution against smoking shisha in restaurants and public places was also passed by the Sindh Assembly earlier this year.
In countries where anti-tobacco laws are implemented it has been observed that not only the prevalence of smoking has declined but also diseases caused by active and passive smoking. Unfortunately, not much effort has been made in this country to implement anti-tobacco laws.
During a recent visit to Lahore, I saw examples of blatant violations of the law at most hotels and restaurants. Even at Lahore
airport, the Civil Aviation Authority was helpless in implementing the smoking ban at the departure lounge. Similar was the situation at Karachi airport where people were smoking at a coffee shop situated in the centre of the domestic departure lounge.
More recently anti-tobacco advocates like me were shocked to see full-page advertisements of cigarette brands in youth magazines and national newspapers. Such advertising of cigarette brands is completely prohibited in the existing laws.
